International Criminal Court

In its First Report (Berlin 2004)the ICC Cttee dealt with the UN Security Council Resolutions which blocked the ICC's jurisdiction over nationals of non-State Parties twice for 12 Months, and with the attempts of the US to convince other States to enter into bilateral immunity agreements under Art 98 of the Rome Statut, which is a clear abuse of Art.98. In its Second Report presented in Toronto, the Committee dealt with the ratification and implementation of the procedural aspects of the Rome Statute within national legal orders. In its Third Report, which will be presented to the Rio Conference in 2008, the Committee will examine the implementation of the substantive criminal law of the Rome Statute, and in addition, appropriate matters for the Rome Statute's Review Conference in 2009. The Committee intends to hold a meeting to discuss the Final Report in Germany on 27 to 29 November 2009. A questionnaire regarding this final report will be circulated by the Rapporteur.
