The Reparation for Victims of Armed Conflict Committee has concluded the first part of its work with the adoption of the Declaration of International Law Principles for Victims of Armed Conflict at the 74th ILA Conference (The Hague, Resolution 2/2010). The Hague Declaration is dedicated to the substantive part of the right to reparation. The next step is to draft a Resolution dictating rules and principles for the procedural part of the issue, so to enable the victim to enforce his right to reparation. The Rapporteur for the procedural part, Professor Shuichi Furuya, who presented his preliminary views at the Heidelberg intersessional meeting (2011), has submitted a Report on "Procedural standards for reparation mechanisms" to the 75th ILA Conference in Sofia. Taking stock of the discussion, Professor Furuya will produce a revised Report for the next intersessional meeting (Frankfurt, 7 June 2013). It is planned to table a Resolution at the 76th ILA Conference in 2014.
