The C'tee was established in Rio de Janeiro and plans to submit its 3rd Report in 2014. The report aims at determining the responsibilities under international law of various categories of non-state actors. It progresses from the empirical findings of the two previous reports. It has established a practice to organize meetings between Conferences for members and friends of the C'tee, to present papers that feed into the report. This practice, known as the Leuven Process, (first was held in Leuven) has led to several publications, with more to come, including a volume on non-state actors and human security (Intersentia) and a handbook on non-state actors in international law (Hart). The next meeting will be held in Vancouver, where 22 papers will be presented in 6 panels. The C'tee constitutes the basis for an internationally renowned network. The increasing number of "friends of the Committee" shows the importance of the subject and secures input for future research and publications
