International Human Rights Law and Practice

The 2004 Berlin Conference requested the Committee to initiate a study on the relationship between general public international law and the international law of human rights. The Committee submitted an interim report on this theme to the 2006 Toronto Conference. The Committee will submit a final report on the impact of international human rights law on general international law to the 2008 Rio Conference. This report will include a discussion of the impact of international human rights law on topics such as the formation of customary international law, hierarchy of norms, treaty interpretation, treaty reservations, treaty succession, state responsibility and diplomatic protection.
