Responding to Hybrid Threats by Force: International and National Law Aspects
Faculty of Law, Palacký University in Olomouc, Czech Republic & Armed Forces of the Czech Republic have the pleasure to invite you to the conference Responding to Hybrid Threats by Force: International and National Law Aspects organized under the auspices of the Director of Special Forces Brigadier General Pavel Kolar and the Czech Branch of the International Law Association
Activities of States and non-state actors trying to influence states and institutions to their interests and goals by exploring vulnerabilities of the opponent (hybrid influencing) has created a permanent and significant security challenge. Since escalation of hybrid threats may lead to hybrid warfare and use of military instruments, countering of this current challenge was identified by States, international organisations and other relevant actors as one of the major fields, where cooperation is needed. Taking into account its complexities, such as the nature of challenges (i.e. terrorism, migration, weak State or institutions), multiplicity of actors involved (i.e. regular and irregular forces, non-state actors, criminal groups), diversity of means used (i.e. military, diplomatic, technological) and different levels of intensity of a threat and intentionality of actors involved, hybrid threats raise several legal questions, which will be addressed by the participants of the conference.
The conference aims at bringing together scholars and experts in the fields (of law) that are
relevant for exploring the issues relating to hybrid threats.
Several distinguished experts have already confirmed participation in the conference. These are for example:
