Based on extensive research, this book challenges traditional legal approaches to military operations in internal armed conflicts based on the laws of war. It argues that there is an overlooked provision in the European Convention on Human Rights, allowing the use of lethal force to quell an insurrection. This provision offers a middle way between armed conflict and self-defence and a more appropriate balance between human rights and security.
